The Legal Working Committee of the Provincial People's Congress submitted a reference document titled "Environmental Impact of High Voltage Transmission and Transformation Facilities" for the meeting yesterday, providing a detailed explanation of electromagnetic radiation. The reporter saw that the reference document integrated the opinions of experts from relevant symposiums organized by the Provincial Government Legal Affairs Office and the Municipal Development and Reform Commission, and combined them with relevant domestic and foreign regulations to interpret the concept of electromagnetic radiation and the impact of high-voltage transmission and transformation facilities on the environment. The Provincial People's Congress Legal Working Committee believes that some people oppose building substations at their doorstep mainly due to inadequate publicity and a lack of scientific understanding of high-voltage transmission and transformation facilities among some citizens.
According to the national standard "Electromagnetic Radiation Protection Regulations GB8702-88", electromagnetic radiation refers to the phenomenon of energy propagating through space in the form of electromagnetic waves, and the applicable frequency range of its protection limit is 100 kHz to 300 kHz. The electromagnetic radiation managed by the environmental protection and health departments specifically refers to electromagnetic waves with high frequency bands and wavelengths ranging from 3000 meters to 1 millimeter, which are harmful to human health.
International organizations and experts believe that the wavelength transmitted by high-voltage transmission and transformation facilities is 6000 kilometers, which is 2000 times the long wavelength of electromagnetic radiation. Taking the current high voltage level 500 kV ultra-high voltage line as an example, within a range of 40-50 meters, the radiation function per unit area is only about one thousandth of that of radio broadcasting.
