The role of these capacitors is mainly for filtering. On the one hand, it will filter out part of the interference from the outside, on the other hand, it can also filter out the interference of the switching power supply on the power grid, of course, these filters have to be other devices, such as common-mode inductors, which is the EMC.

As these capacitors are directly connected to the grid, and the grid is connected to a lot of electrical appliances or equipment. Therefore, there will be surges, group pulses or voltage variations and other harsh interference on the grid.
These capacitors accordingly need to have safety certification, otherwise there will be a safety risk.

In view of the above analysis, if these capacitors are replaced, the replacement capacitors must have safety certification.
If the capacity is different, it may have an impact on the EMC performance, but it is hard to say how much impact, the capacity difference is not big, then it may not have much impact. But the basic function of the switching power supply I do not think it will have an impact.
