The clamp ammeter can measure the current without cutting off the circuit. Just clamp the wire of the current being measured in the jaws. However, the accuracy of clamp meters is generally not high, usually level 2.5 to level 5, and is usually limited to use when the voltage of the line under test does not exceed 500V.
There are many types and styles of clamp ammeters.
